Every conversation about the aircraft maintenance workforce stops at the wrench. We count empty seats on the hangar floor, the technicians retiring faster than schools can replace them, and the aircraft waiting on a return-to-service signature. That is the visible crisis. The one almost no one is pricing in is what happens one level up: the maintenance technician shortage is quietly becoming a maintenance leadership shortage. And in an industry where supervision is a safety control, that should worry every operator and MRO in the market.
The technician shortage is structural, not cyclical
The numbers are no longer in dispute. Boeing’s 2025 Pilot and Technician Outlook projects the world will need roughly 710,000 new maintenance technicians by 2044 — and notably, about two-thirds of that demand is simply to replace people leaving the workforce, not to grow it.1, 2 This is a replacement problem first and a growth problem second.
The reason is demographic. Oliver Wyman puts the average age of the maintenance workforce at 54, with nearly 38% of certified technicians over 60 and close to half expected to retire within 10 to 15 years — all while the global fleet is set to grow about 32% between 2025 and 2035.3 Demand is rising as the most experienced people walk out the door.
The pipeline is not closing the gap. The Aviation Technician Education Council reports that roughly a third of available technician-school seats sit unfilled,6 while the U.S. Bureau of Labor Statistics projects only about 13,100 openings a year and 5% growth this decade — well short of replacement need.7 One widely cited industry analysis warns the shortfall could reach about 60,000 technicians, roughly 20% below demand, by 2029.5 By early 2026 the problem was prominent enough to make national headlines.8
Why a technician gap becomes a leadership gap
Here is the part the headcount charts miss. You do not hire an MRO shift supervisor, quality lead, or director of maintenance off the street. You grow them — from the same population of seasoned technicians and inspectors that is now retiring. The retirements emptying the floor are the very bench that should be feeding the leadership ranks five and ten years from now.
That bench is already thin. Oliver Wyman’s MRO research found that pandemic-era cuts and retirements drove an exodus of middle managers one step below the executive level, depleting the leadership pipeline; a majority of executives surveyed believed fewer than a quarter of their leadership bench was ready to move up, and most reported real difficulty hiring senior leaders externally.3 IFS describes the same phenomenon as an MRO “brain drain” — decades of organizational and technical memory leaving with no structured handoff.10
The dynamic compounds. When the floor is short-staffed, the experienced people who would normally mentor and develop the next generation of leaders are instead absorbed in turning wrenches and clearing the backlog. The shortage doesn’t just remove future leaders — it removes the time and the teachers needed to build them.
Why thinner leadership shows up as reduced safety
Aviation maintenance is, fundamentally, a human-factors discipline, and leadership is one of its primary controls. Research compiled for the FAA attributes roughly 75% of aviation accidents to human error across design, manufacturing, maintenance and operations, with installation errors repeatedly identified as a leading maintenance-related cause or factor in NTSB accident data.9 These are not random failures — they cluster where oversight, training and supervision are weakest.
Human-factors frameworks explicitly name supervisory failure — inadequate oversight, unrealistic scheduling, and putting people in positions to fail — as a distinct accident-contributing category. Thin leadership produces exactly those conditions: wider spans of control, less experienced supervisors stretched across more aircraft, compressed mentoring, and schedule pressure colliding with a less-seasoned workforce. None of this guarantees an accident. What it does is erode the margin of safety — the layered defenses that catch a mistake before it reaches a flight line. A green workforce supervised by a thin, overstretched leadership layer is the textbook setup for the maintenance errors the data already warns us about.
What MRO and operator leaders should do now
The encouraging news is that this is a forecastable, manageable risk — if leadership succession is treated as a safety priority rather than an HR afterthought:
- Identify high-potential technicians and inspectors early, and build deliberate paths into lead, supervisor and quality roles before the retirements hit.
- Capture experience while it is still in the building — structured mentoring and knowledge transfer from senior staff ahead of their departure.
- Protect supervisory and inspector experience levels; resist widening spans of control to paper over vacancies.
- Hire leadership deliberately — and externally where the internal bench simply isn’t deep enough to wait.
The shortage on the hangar floor is visible and widely discussed. The shortage forming above it — in the supervisors, quality leaders and maintenance executives who set the tone for how safely the work gets done — is quieter, slower, and ultimately more consequential. We have roughly a decade of warning. The organizations that act on it will define the safety standard for the next generation of aviation maintenance.
